Fill prices are in gwei per PANTHA: a round's buys paid ETH spent over PANTHA bought, its sells got ETH over PANTHA sold, both before the owner's 1%. Cost is what the orders paid toward the round together (both Stargate fees and the closer's tip, capped at 2% of what each filled; nothing in an express round).
